In order to educate and train committed and specialized human resources, and to conduct research and study activities in the country’s water and power industry, an educational center was established in 1963 following the design and construction of the Dez Dam in Khuzestan Province.

After the glorious victory of the Islamic Revolution of Iran and during the drafting of the First Development Plan for the economic, social, and cultural growth of the Islamic Republic of Iran, the Ministry of Energy, in 1980, established the Organization for Development and Training to systematize educational efforts. One of the affiliated centers under this organization in various provinces is the Development and Training Complex of Khuzestan Province.
